Species ID correction
This is not Physocephala tibialis. Note that the posterior margin of the eye in that species is entire (i.e. smoothly rounded):

         

...and the frons has a distinctive "T-shaped" marking:

       

However, in the post here, the hind margin of the eye here is slightly emarginate (i.e. has a small triangular indentation at its midpoint), which is a character of the nominate subgenus of Physoconops; and the theca of this female (visible here above the apical tip of the right hind femur) is far too large for Physocephala.

This is indeed in Physoconops, and from the pattern of the wing infuscation (which is diffuse with no definite transitions to hyaline); the widely black frons; and other characters...this can be seen to be Physoconops obscuripennis. Compare with the posts below:

   

Rhode Island is well within the range of P. obscuripennis.
