Possibly Tibicen, Dog-day Cicada (Tibicen canicularis)? It was belly-up when I first saw it. I thought for sure it was dead. I turned it right side up and it sat on my deck for probably 10 or 15 minutes, then flew and landed on a flower pot a few feet away! When I checked shortly after that, it was gone.
