Yes, Indianmeal moths
When I moved in with my boyfriend, his (our) pantry was absolutely infested with these. Way in the back in the bottom we discovered one of those huge canisters of oatmeal (he had no idea how long it had been there; probably years) and opened it to find almost no oatmeal left, but a plethora of nasty webs, larvae, and several adults flew out.

After that, we took out EVERYTHING from the pantry, placed it on the dining room table, and got rid of anything that was infested, after carefully inspecting all of it. We thoroughly cleaned out the pantry with clorox clean-up, wiping it down and killing any adults. We made sure to remove all food particles (including fine dust of flour), as we read they need very little food to survive. From then on, almost every grain product (pasta, cereals, flour, cake mixes, even raisins, etc) purchased went into one of those cereal-box-sized tupperware containers for storage, and the problem has not returned. Occasionally I see a flew flying around but I think they just come in from the outside and eventually die, and in those cases I'm not even sure it's the Indianmeal moth but a look-alike.

It is an Indian Meal Moth. They will be found in almost all foods made from plants. Along with dried flowers and old potpouri. You probably should check any open food prodcuts such as cereal, cookies, crackers. etc. Usually something that has been hanging around for a long time but can contaminate newly opened containers too. An easy inspection would be to rotate what ever container you are inspecting, if they are in there you will see strands of webbing with food particles stuck to it. Thorough cleaning around the food source is needed to help get rid of them. Nip the problem before they spread.
