The trick is to know where the experts for a particular insect are going to look first. More here: http://bugguide.net/node/view/298899

Sometimes, it helps to phrase the title in the form of a question, i.e. "Exoprosopa, but what species?" I think yours is fine as is.

I'm neither an expert, nor up on eastern species, but I'm pretty sure your fly is Exoprosopa decora, based on wing veins:
