Macropsis
Probably M. inversalis, but this is approximately 5 mm long; what tree was it climbing?

It was on metal. Size is approximate; I hadn't brought a ruler and could only estimate visually.

 
A closer approximation
I returned to the site today to measure one of these. I found no specimens from the previous population of green hoppers, but there were several yellow ones like what you identified as Alebra wahlbergi this morning. I photographed three of those with a ruler and measured the photos. The average body length was 3.5 mm. These two species are close enough in size that I had initially estimated the lengths of both as 4 mm. So, if anything, these Macropsis must be a little under 4 mm.
