Looks like
a Green Lacewing of some kind. It resembles
Nothochrysa californica
...
...except for the pale wings. I wonder if it might be newly emerged?

Seems like every year the last 5 or so years we've had one of these on this same post, yet I don't know of any sightings elsewhere, so newly emerged might be correct. We also get Cicida's on this same fence post (out of scores of them in this area)
