Yes, these stripes on the eyes are hairs. They are used in keys as a character, because there are also species where the hairs are evenly distributed over the eyes.

I don't think this is a syrphid.
It looks a lot like one, but I can't see the spurious vein. Suggest you move your post to Flies (Diptera) for a better chance at ID.

I see the extra vein in the left wing. It looks like a melanistic blend of Spilomyia (for the eyes) and Sericomyia (for venation and body pattern).
