Harpalus, male
Assuming the size is an overestimation, this is either H. pensylvanicus or H. texanus. Indistinguishable from photos.

Note that the comment below about Notioba is incorrect. The tarsi on this beetle are consistent with Harpalus species. Also Notiobia is generally much smaller than indicated. N. terminatus mentioned is < 10 mm.

Judging from the ratio of the hind tarsus to the antennal scape, this is most likely the closely related Notiobia, and not Harpalus. My best guess is N. terminatus (Say 1823).
