Biting Fly
This fly is Silvius gigantulus (Loew). It is in the same tribe as the deer flies (Chrysopsini) and the behaviour of these flies is similar to deer flies (Chrysops), and the bite just as painful. Some species, such as Silvius quadrivittatus, can be quite pestiferous, especially along streams in arid areas of the western U.S, where they congregate in riparian vegetation along the streams.

 
Deer Fly
Thanks! I hadn't seen a Deer Fly in the park in some time, and never seen a live one this close and photographable before. I pass this same place every month, at least once, and this is maybe only the second or third time I've had, or a member of the public has mentioned a biting fly in my 12 years of public tours at this spot.
