Spinning bugs

Spinning bugs
Austin-Jollyville area, Williamson County, Texas, USA
August 20, 2010
Size: 1/4"-1/2"
Several groups of 10-20 of these congregated in a very shallow area (less than an inch, probably dry by now) of slowly running water connecting two sections of a creek. They were too small to see well with the naked eye and were inconstant motion, spinning around on the water's surface. I don't even know where to start looking.
