Look up "Bald-faced Hornet" in the Internet. Following came from Wikipedia.
Dolichovespula maculata is a North American insect commonly called the bald-faced hornet (or white-faced hornet or white-tailed hornet).

For Your Info - A long time back "bald" meant white headed. Eric The Bald was not "bald" as we know it today. He had white hair.

I keyed it out to the genus Vespula. It is not Dolichovespula.
