Looks more like T. carolina to me.
Carolina can certainly have some black and this seems to have the darker forhead common of Carolina?

correct on the black at tip of abdomen

One of the Tramea
not much black on the end of the abdomen, so maybe T.onusta, but we would expect to see a large clear spot at the base of the wings. Wait for one of the odonate experts to tell you whether this is onusta or carolina
