Dolichovespula yes, maculata no
This nice shot shows a big-sized, dark colored male of the North American form of the Parasitic Yellowjacket (Dolichovespula adulterina arctica), formerly treated as a separate species called Northern Yellowjacket.

not sure but,
whatever species it is, it is a male. this can be told from the relatively long antennae.
