Moved
Moved from Common Sawflies.

Second photo
This is much better. They are Nematinae and a species of Nematus. Can't figure out what species it is right now.

Moved
Moved from ID Request.

Tenthredinidae
It could be one of the willow sawflies, but I can't see the end of the abdomen and number of prolegs, both of which are important in placing this to subfamily.

Another image
I've added another photo in hopes that it might be useful.

Sawflies
If that's willow they're feeding on, then they might be one of the Willow Sawflies.
