Pin oak is the host Gagne (1) lists for this gall, so that's a good sign.

Oak species
Galls can be very host-specific, so knowing the species of oak could be quite helpful. From the limited view in this photo, it is evident that this tree is in the "red oak group" with pointed lobes and tufts of hair at the underside junction of veins. Its deeply cut sinus (extending more than halfway to the midvein, extended bristle tips, and horizontal upper lobe edge make me suspect Pin Oak (Quercus palustris), which is often planted as an ornamental tree in lawns. If you had a photo with a wider view of the leaf, it would make identifying the tree easier.
