Unidentified Galls
. Definitely cynipid galls. They don't seem to match any known galls on red oak, but most fuzzy midrib galls seem to be caused by
Andricus
or
Callirhytis
species.

Resembles one I found on Bur Oak:
Do you know the species of your leaf, or can you post a photo with a wider view of the leaf for possible identification? Knowing the host plant is very helpful for identifying galls. It would also be helpful to know if this was on the upper or lower surface of the leaf.

Upper surface, red oak group. It was a vigorous sapling with no acorns, so difficult to be certain. Nothing visible below
