6039 – Coenochroa californiella
Based on range, I think C. californiella is more likely. It seems to match the description and according Shaffer 1968 (1) you would need to examine the beak to separate the two species. Shaffer notes that bipunctella is smaller, FW = ~6.9 mm, but I have an example from NY at ~9 mm. Not sure what to make of that.
