I think it is a male
Orphulella (perhaps pelidna)with shortish wings. Eritettix obscurus is in Florida, but I don't think that's what this is. A few things I notice are the thick front and middle femora, very slender hind femora, and slender (not ensiform) antennae - all typical of Orphulella. It would certainly help if every individual of these Slant-faced Hoppers weren't colored differently.
