Size: body length 16.4 mm.
A swarm of 10-15 of these was moving slowly across a large grassy area. I would presume that they were searching for females. The best match we could find was Dasymutilla quadriguttata.
Placement would be appreciated.

Looks like Dasymutilla quadriguttata
I would be about 95% sure that this is Dasymutilla quadriguttata. With the extensive photos from different angles, all of the features that I see are consistent with D. quadriguttata. Great job!
