These galls look like grapes, and are the same size as ripe grapes. Found on white oak.

Disholcaspis globosa
Based on current literature (this group is apparently in need of revision) this is most likely Disholcaspis globosa, based on the number and placement and color of the galls and the likely placement on a young sprout near the ground.

Bullet galls
Don't forget to include which type of oak--at the very least red vs. white groups! Presumably this is
Quercus alba
with
Disholcaspis quercusglobulus
galls.
