astictopus?
I suspect this is
Chaoborus astictopus
, which is like a less spotted version of
punctipennis
. I don't know of any records from as far north as B.C. It is common in northern California.

Habitat?
Do you know what kind of water body it might have come from? Temporary or permanent, with or without fish, deep or shallow.

Water body
The closest body of water is a small lake about 1/2 a kilometer from where the picture was taken. It is an underground fed, very muddy lake.
