Steve, This is a Psilocuru

This is a Psilocurus puellus (quite similar to Laphystia). The very distinctive scutellar bristles, the narrower and more gibbous face, and the oval flagellum of the antennae help separate Psilocurus from Laphystia. Good pictures -- especially for little flies sitting on the mud!
