Look like pear sawflies - Caliroa cerasi

Size: 1cm
These look like the pear sawflies I found on pear trees in Fredericton about 2 years ago. This time, however, they are on hawthorn (see whole leaf). Can this be the same species, or is it another species specific to hawthorns?
