White bugs/larvae making a web -
Ferrisia virgata

These white bugs or larvae are creating webs on a strawberry plant in a garden. Any ideas what they may be.

The short marginal filaments
The short marginal filaments and long hair-like rods of crystaline wax are indicative of
Ferrisia virgata
(Striped Mealybug). It also has the dorsal stripes that give the species its common name.
