what is this, a mosquito? - Haplusia

Very tiny, not even an inch. Looked like a bit of white fluff floating around until I got it to land on my camera case. I found it early in the morning in a wooded swamp, a tupelo swamp, not far from a rather sluggish stream and a large patch of jewelweed, if that helps.

Reminds me of a Gall Midge (or at least something in that neighborhood):

Huh. The banding on the legs reminded me of mosquitos, but it seemed awfully slow moving (though it was a cool morning) and didn't buzz, odd to me at least for mosquitoes.
