Size: ~7-8 mm
Sitting underneath a hazel leaf (Corylus sp).

Presumably Minettia fasciata
Only one species of the Minettia fasciata species group is known from the Nearctic, M. fasciata from Oregon, Washington, and British Columbia. Presumably this species is introduced, as it is otherwise known only from Europe, North Africa, and adjacent parts of southwest Asia.
