I suspected Stylurus, but I hoped someone could help me out with this teneral clubtail dragonfly.

scudderi?
First impression is a female Zebra Clubtail (Stylurus scudderi). The abdominal pattern, though faint, appears to be there. Compare to this Tom Murray shot of a teneral male.

 
I had thought so too, but
someone told me that all emergers have those white stripes between abdominal segments until things harden up a little, so I'm not sure how reliable that pattern is. Perhaps the pattern is still evident regardless. The white stripes aren't pronounced on the last couple segments, which would be consistent with the pattern on S. scudderi.
