Bucculatrix
This is something in the genus Bucculatrix (Bucculatricidae). You're right in noting that it has some structural similarities to Nepticulidae, but no nepticulid sp. has a raised patch of scales on the forewing, or the marking pattern and reddish-brown ground color seen in this moth (most nepticulids are blackish, often with one or more white or metallic transverse fasciae on the forewing; a few spp. are uniformly pale with a dusting of dark brown scales).

Sight ID of your moth to species is rendered problematic by the fact that there are a number of oak-feeding Bucculatrix spp. that have the same basic color and marking scheme that is seen in the moth in your photo. The only way that I am able to differentiate them is by dissection.
