Not sure about that...
...it doesn't look "humpbacked" enough; plus it doesn't resemble any that I could find in the guide. It certainly has a small head, though.
My best guess would be Cecidomyiidae (albeit one with short antennae--perhaps they're broken?), possibly along the lines of this:
