Dragonfly ID
This is a Great Blue Skimmer. The white face is the key feature.

 
Wing Tips
Thanks for info! After your ID I did see a photo of one that was nearly identical. I do have a question about the dark wing tips.
Is this found only on the mature females? I notice many of the photos didn't have the dark tips.
