Looks like Tibicen winnemana (Male)
The eastern scissor grinder occurs in your area and should be easily identified by its call (often described as a rapid EEeeaarrr-EEeeaarrr-EEeaarrr...or EEEoooo-EEEoooo....). This individual has several features suggestive of T. winnemana - incl. the small white ")" on the side, light venter (lots of white pruinosity), slate colored eyes, typical coloration & pattern and a slight bow to the costal margin.
