Is this a European Paper Wasp?
Could it be drinking water or might it be sap or nectar?
I know the images are similar views, but one shows the abdomen and the other gets more of the shoulder...
I did not want to try to move it...

This paper wasp Polistes, is definitely a male, but not sure of the species...

don't think Euro paper wasp, but is a Paper Wasp, Genus Polistes
I've seen a post with liquid drop in the mandibles like this before. I think they might regurgitate. Let's see what somebody that knows what they're talking about has to say. :-)
