File size
No need to worry about file size. If you upload a picture that is bigger than BugGuide specifications, the BugGuide software will take care of it, displaying an image that is 560 pixels on the longest side.

I think if you try to upload a file that's really big, the system won't accept it.

 
Problem was file size, not image size
Charles is referring to a strange problem with another photo. The image was only 560 pixels, but the JPEG file was over a megabyte in size. See the discussion here (the image has been re-uploaded in a smaller file).

Yes
Defiantly a butterfly. One of the Blues (Polyommatinae). I think it is species Leptotes cassius - Cassius Blue. The only similar species that I know of is the Marine Blue; which I don't think occurs in your area. See here:
