Identified by Nick Nisson, Orange County Entomologist. Several possible parasitoids and predators emerged in containers containing these mealybugs: ; ;

Round cocoons containing females, eggs and sometimes first instars. Very uniform in size

Thank you so much for posting these images, Peter! I was at San Joaquin WS earlier this month and observed several of the A. californica plants hosting spittlebug nymphs. After awhile, I noticed that some of the frothy white masses looked different -- dry or shriveled and very chalky. As I was with my husband and we were ostensibly there to look at birds, I didn't take the time to investigate thoroughly or take any photos. Looking at your photos though, I am fairly confident that I must have been seeing these scale insects. It feels good to have solved the mystery, but I really wish now that I had stopped to take a few images for my records. :-(
