I concur that this is a curant borer female (Synanthedon tipuliformis).

Currant clearwing...
Matches the description with a yellow neck band, three yellow bands across the abdomen, and forewings with a black band about a third from the wing tip. European import.

I concur that this is a curant borer female (Synanthedon tipuliformis). The time of the year seen also matches my own records for this species.
