This is a Paraleptophlebia male imago, probably P. debilis based on the following feedback from Lloyd Gonzales:

A definitive trait of debilis is a thumb-like dorsal projection near the base of the forceps, and that does appear to be present. Take a look at the image in Berner (1975, photo 23) and see what you think.
