Ichneumon of some kind.
It reminds me of Megarhyssa.

M. nortoni (a species found in CA) is similar:



But I'm not sure of that species' size. Two and a half inches (including the ovipositor) is a lot smaller than the other Megarhyssa with which I'm familiar.

EDIT: Having looked at some of the other specimens in the Guide, the size does seem reasonable. Evidently, nortoni is smaller than other species in the genus.

At any rate, I'll be interested in seeing what the experts have to say.
