Size: about 1 cm
These caterpillars look like nothing I've seen previously; their heads were partially drawn into the prothorax but visible as they ate. There were a dozen or so on this seedling.

We don't recognize then offhand either
Wonder if they might even be sawfly larvae?? Do you have any lateral images where we could see the side of the head or of the body?
