Size: about 8 mm
I've never seen this type of striped fly before. Very attractive and willing to be photographed.

Paradidyma?
Your fly looks like others in Minthoini and has "parafacial with vertical row of long stout erect bristles" as the key in Manual of Nearctic Diptera says Paradidyma has.
