Platypezina?
I think this is Platypezina because the fork of M is at or before M-Cu. Oddly, the two wings look different.

In the family males are holoptic and females are not.

Paraplatypeza?
The new image shows the wing veins clearly. My first guess was wrong. This may be Paraplatypeza.
