Associated with (parasitoid on?) sagebrush scale. This one hatched at the same time from the same plant sample and looks like it might be the other gender:

Genus Pseudleptomastix, and ...
... the two images do look to be male and female of the same species. There are several described and undescribed species of this genus present in California, so putting a species name to it would be extremely difficult.
