Size: 4 mm long, 1 mm wide
Unfortunately the antenna are missing.
Collected with vacuum sampling from a California grassland at peak biomass

Meromyza
It's a Meromyza. Species-level names are tough, especially in the west. The Fedoseeva key that John Carr mentioned in his comment has a few problems here and there and especially doesn't work well for females.

Compare Meromyza. If it is in that genus, you could try the key linked from the genus page.(1)
