It's some sort of fly, but can't figure out what.

See the black setose thoracic dorsum and the extremely dense ventral scutellar fringe.

It's a Syrphid fly
Family Syrphidae. Possibly Hadromyia pulchra or something similar:

Have seen several here. They're mimics of bees & wasps
