Striped Meadowhawk (Sympetrum pallipes)
I think this is a male Striped Meadowhawk (Sympetrum pallipes). It does not look like White-faced to me, especially with the rather distinct thorasic stripes. Another similar species which is in WA would be Red-veined Meadowhawk (S. madidum) but from what I can see on the present image, I'd vote for S. pallipes. The red diffusion at the base of the wings can occur in this species.
