Sympetrum illotum
This is a mature male Cardinal Meadowhawk; beefier than most other sympetrum species and note the whiteish thoracic spots. Mature Variegated meadowhawks have similar thoracic markings, as do more mature male Red-veined meadowhawks (immature red-veined have complete thoracic stripes), however, both of these speices have distinctive abdominal markings. Mature Striped meadowhawk males would have complete thoracic stripes and black triangles down the side of the abdomen.

Possibly a Saffron-winged Meadowhawk
I'm no expert, but the red color and amber wings, yellowish legs seem to match the Saffron-winged Meadowhawk. Also, that species is tolerant of saline marshes.
