Bagrada
I think you're right on the ID - the only native that looks anywhere near as colorful is the Harlequin Bug. Bagrada is a recent introduction from Northern Africa ... thought it was restricted to a population in Alameda County. Makes sense to find in San Pedro near the seaport.
