Size: 12.5mm
Found under a rock in a pool of water near a river.

Leptophlebia intermedia
It looks like and is the correct size for a Leptophlebia, and with the distinct band near the apex of the femora it is most likely Leptophlebia intermedia. they should be emerging about now, about a month early due to this warm weather.

Are those winglike things beside the abdomen gills?

Mayfly nymph
They are, indeed, gills. The mayflies (Ephemeroptera) have these external abdominal gills. You can also see the remains of the three 'tails' off of the tip of the abdomen. It is not uncommon for them to break off. This is a very diverse order; a variety for just about every freshwater niche.

This is the first mayfly nymph I've seen, and those gills and red eyes looked really odd.
