Cephidae
A stem sawfly, Cannot see generic characters, but either Cephus sp. or Calameuta sp. Larvae of both feed inside stems of grasses. This one does appear to be ovipositing.

The ovipositor looks sawfly-like and too stout and flat for an ichneumonid. Perhaps soome kind of cephid.
