Size: 2.5 mm
On my water bottle at 4200 feet. Trees were mostly short conifers. It might have hitched a ride from lower elevation.

Trioza obtusa
The host is Amelanchier canadensis, but it's common for many psyllid spp. in northern temperate regions to overwinter on conifers.
