Inconsistent data between text and table?
Looking at this document, it seems like the descriptions of features pp. 411-413 have data values that start at 0 and increase to a maximum value depending on how many values there are. Meanwhile, the following table (Table 1) that summarizes these data have values starting at 1. Does 1 need to be added to the values in the descriptions in order to match the table?

Strange
Must be my system. It flashes the website for a nanosecond, but fails to go there. I will assume the problem is "on my side." Thanks for the report. I did get the document by email.

 
Check your Downloads folder
Mine does this too. My web browser is set it up to download the pdf directly to my Downloads folder instead of opening it with the web browser. The browser page that does start to open closes by itself after download.
